I. The Announcement By George Bush Of The Use Of Military To Implement A Bird Flu Quarantine
On October 5th, 2005, President Bush informed the nation that he might seek to use the U.S. military to quarantine parts of the nation should there be a serious outbreak of the avian flu that has killed millions of chickens and 60-some people in Southeast Asia. (1) That's the second time Bush has expressed a desire to use the military for local policing. The first was in the wake of Hurricane Katrina.
Born of the abuses of the Reconstruction era and the stolen election of 1876, The Posse Comitatus Act, prohibits federal military personnel and units of the U.S. National Guard from acting in a law enforcement capacity within the United States.
Respectful of the Posse Comitatus Act, President Bush has also remarked that he may ask Congress to amend the law to allow for the use of the U.S. military to enforce regional quarantines. Whether Congress amends the law or not, Bush has no constitutional authority or legal basis to deploy military troops across the land.
Yet, the President may not even ask for a law amendment, since on November 1st and 2nd 2005, he announced that a quarantine is formal US Policy and that quarantine will be imposed during a bird flu outbreak (2), (3), (4). Thus, the President may sign an Executive Order or issue a Presidential Decision Directive or call simply call Timothy J. Keating of NORTHCOM (5) to deploy the military to enforce a quarantine. (6)
The President seeking to deploy troops on the home front is very different from waging war abroad. Soldiers are trained to kill, whereas civilian peace officers live in the communities they serve; they are known and accountable to their neighbors and are trained to respect the right of habeas corpus, constitutional rights and to use force only as a last resort. That fundamental distinction explains why the PCA and the US Constitution have restricted the use of standing armies to keep the domestic peace.
A quarantine will do little to stop the spread of disease; a quarantine will only delay its spread.
II. A Likely Scenario Given A Quarantine:
A quarantine will result in shortages of goods and services with the result being social unrest and turmoil.
Because National Guard troops are deployed in Iraq and because the U.S. military is deployed in over 120 foreign countries, mercenaries from private security firms such as Blackwater (7) and U.N. troops authorized by the U.N. 2005 World Summit Outcomes Document signed by president Bush (8) will be used for security and order.
Additional evidence for use of foreign military to subdue and dominate the United States is found in the frequent mention of international military training exercises on U.S. soil, such as the report: Bulgarian Pilots Get View of Basin as reported on October 22, 2005 in the Kalamath Falls Herald And News. (9)
A military dictatorship is very likely when one considers the remarks of President Bush who said: "If this were a dictatorship, it'd be a heck of a lot easier, just so long as I'm the dictator." (10)
III. The Economic Consequences Of A Quarantine
The economic consequences of quarantine with troops in the street will be comparable to the destruction of a multi-vehicle freeway pile-up occurring on a foggy morning: A multifaceted, chain-reaction economic wreck will ensue: the stock market will loose thousands of dollars, consumers will stop spending, people will become unemployed, bankruptcies will soar, inflation roar, interest rates go up, house mortgages go into foreclosure, and the value of the dollar collapse, and pension-plans fail: all in rapid succession.
IV. The Immediate Dislocation Of A Quarantine
People will not have access to jobs, food or fuel; this will result in interpersonal violence and great social unrest, the type of which will require strong authoritarian control.
V. The Moral Bankruptcy Of The Average American
Americans are a materialistically consuming people; concerned only for their own personal welfare. Americans have had an “it’s over there” attitude about the violence of the Iraq war and have relied on the Bush Administration for their own personal justification of that war.
Some Americans “go to church” hoping to get credit on Judgment Day for having given financially in a “worship service”; these deny God’s Word that genuine worship is to do something personally and consistently for the widows and orphans or others in their misery (James 1:27).
VI. The Need For A Moral Inventory
Given the dislocations that are coming in the Bird Flu Quarantine, one would be wise to do a personal moral inventory and reflect on Body Politic, Religion and One’s Personal Spirituality.
VII. Global Peacekeeping Troops Will Establish Security And Order: What Is The Explanation For Their Coming Presence?
Soon liberties and freedom will be replaced by martial law and an authoritarian police-state government which will implement the provisions of the USA Patriot Act;
I believe this in fulfillment of prophecy as foretold by the Apostle John in Revelation Chapter 13 v. 1 through 2 (11):
“Then I stood on the sand of the sea. And I saw a beast rising up out of the sea, having seven heads and ten horns, and on his horns ten crowns, and on his heads a blasphemous name. Now the beast which I saw was like a leopard, his feet were like the feet of a bear, and his mouth like the mouth of a lion. The dragon gave him his power, his throne, and great authority.”
In this bible prophecy, What is the sand?....What is the sea?.........And what is the beast?
The sand is symbolic for a place apart from the sea…………The sea is symbolic for the mass of humanity. The beast is symbolic for “a ruthless and savage animal” characterized by fierce and vicious ways; one able or disposed to inflict death or suffering.
What is the definition of a head?
A head is that which processes information, provides direction and calls out for action. Heads can be either, good or bad, truthful or deceitful. Christians, that is genuine believers, have Christ as their head as revealed in Eph 1:22. and Col 1:18.
What are the seven heads?
The seven heads are society’s seven pure and legitimate institutions which have been preempted
by evil and error. These institutions are
1) Finance, Commerce and Trade
2) Media
3) Body Politic consisting of political alliances, political tribes and political groups
4) Education
5) Science and Technology
6) Military
7) Religion
What are the ten horns?
Horns in scripture are consistently symbolic for governance and crowns are symbolic for authority; ten is the number of law, as in ten-commandments; and ten, is number of completeness. In context of Chapter 13, “ten horns and ten crowns” likely means ten regions of global governance as in 1974 the Club of Rome called for the establishment of ten regions of global government. And, The General Agreement on Tariffs and Trade, GATT, provided a detailed organization of these regions (12).
It was George Bush, on March 23, 2005, who at Baylor University, signed the Security And Prosperity Plan of North America, The SPP, which called for integration of the economic and military resources of the three nations of North America (13). And The CFR in a press release on October 15, 2005 established an actual task force for this economic integration to the point of naming individuals responsible for policy formation. (14) And, on October 25th, 2005, Condolezza Rice met with Canada’s Pettigrew for "extensive discussions of our bilateral agenda.” (15) The SPP created the Trilateral Union Of North America: it is the first horn, that is, the first region of global governance, of the Beast System.
What exactly is the beast of Revelation Chapter 13 verses 1 and 2?
The beast is a single cohesive corporate, media, political, educational, scientific, military and religious entity possessing a ruthless and savage nature, which processes information and calls out for authoritarian rule over all people.
Another name for The Beast is Fascism; it will eventually be global in nature and more severe than that of Hitler’s Germany; wealthy economies such as the United States where liberty abounds will soon be viscously mauled and destroyed by The Beast.
In America, what was a government of the people, by the people and for the people will become a government of The Beast, by The Beast and for The Beast. The United States Constitution will be of no protection: Tragically, due to a series of Presidential actions beginning in 2001, the U.S. Constitution is a relic of a bygone era.
The occupation of the United States by Global Peacekeeping Troops can be seen as a manifestation of the Military head of the Beast Of Revelation Chapter 13.
VIII. Summary
In summary, the coming quarantine and deployment of military troops, martial law and police-state is a fulfillment of the Beast Rising of Revelation Chapter 13
The quarantine and deployment is also a completion of a Globalist agenda with occupation of America as called for by luminary Henry Kissinger (16), (17) who said at the 1991 Bilderberger Conference in France: "Today, America would be outraged if U.N. troops entered Los Angeles to restore order. Tomorrow they will be grateful! This is especially true if they were told that there were an outside threat from beyond, whether real or promulgated.” (18)
Bird Flu, it is both real and it will also be promulgated: Real in that it will kill many and promulgated through fear mongering and the use of unnecessary mandates.
That which is coming is the Perfect Storm: The Perfect Economic and Political Storm; A Category Five Storm that will make landfall America when the Bird Flu Quarantine is implemented.
IX. Personal Thoughts On Developing A Better Moral Conscience For Myself
I pray, that when the stresses of the Bird Flu Quarantine come, I will act both faithfully toward God and compassionately to others in the face of hardships as the Apostle Paul communicated in 2 Corinthians 11:24-31 (19); and I pray for the moral courage to tell it like it is, that is, to tell others that the military forces occupying America constitute the end time beast system of Revelation Chapter 13; and I encourage my Christian brothers and sisters to forsake being “in the pew” on Sunday morning; and instead being“ in God’s Compassionate Service” somewhere during the week; that is I encourage that everyone be careful to maintain good works such as helping at the soup kitchen or cutting hair at the county jail free of charge (20).
The cost of being a Christian as outlined in the above paragraph will be great; one who is both compassionate and verbal about the identity of the coming “peacekeepers” is likely to be seen as an oddity, then an annoyance and then, finally, a foreign-body to be expelled from society.
If I speak out about my convictions of the arrival of the Beast System, I am likely to loose the friendship of a number of other Christians who will shun me as they keep quiet hoping to avoid hardships.
I have taken some time-out and have given much thought to my complicity in the Iraq war by not speaking out against it and I hope that my current convictions about that war’s immorality will be an extra source of strength for living Godly.
I hope that others will take time to do a moral inventory before the Bird Flu Quarantine comes; once the difficulties of it arrive, the desperations of daily living will weigh heavy and the opportunity for soul-searching and soul-cleansing will have passed.
