The World Health Organization is expecting a large death toll from the outbreak of a avian flu pandemic; the WHO predicts “A flu pandemic could happen at any time and kill between 5-150 million people” (1).

The purpose of this article is to present the political realities of a post 911 world that must face both acts of international terrorism and natural terrorism such as that presented by avian flu.



The Security And Prosperity Partnership: The New Political Framework For The N. American Continent

The Security And Prosperity Partnership (SPP) was signed at Baylor University on March 23, 2005 by the three presidents of North America: George Bush, Vicenete Fox and Paul Martin: it provides for a Common Security and a Common Prosperity (2).

The SPP provides a vision specifically that of building a North American Community (3); the SPP is the continental wide foundation and framework to meet the threat posed by natural disasters, disease and terrorism (4).

This new vision is confirmed by Richard Haas, President of the Council on Foreign Relations; he speaks to a new reality: the concept that state sovereignty must be altered in a globalized era (5).



George Bush: The Unitary Executive Having Plenary Power

George Bush is said to be the Unitary Executive (6) having Plenary Power (7); this means that as commander in chief, he has the authority to declare a quarantine to restrict travel to prevent the spread of pandemic disease.

Yes, President George Bush will declare a quarantine to restrict travel to deal with the outbreak of avian flu (8), (9) (10) (11). This quarantine will be enforced by military troops from foreign nations since American troops are engaged in Iraq and many other nations (12), (13). Also, private security firms will guard the economic infrastructure and the homes of the wealthy (14). The quarantine will last at least three or four months; afterwards a military presence in civilian society will be common place for the foreseeable future.



The Political Environment After Declaration Of Bird Flu Quarantine

The economy will be in shambles after declaration of bird flu quarantine (15).

George Bush, having established order with the use of troops, will cancel all future elections; and will, together with Vicente Fox and Stephen Harper and their respective cabinets, form a triad of trilateral governance to direct political matters on a continental wide basis applying the SPP’s principles of security and prosperity.
