The Ascendancy Of NORTHCOM For Military Rule Over North America

Summary Statement:

NORTHCOM has arisen as the military authority in North America.

It appears likely, that President Bush will order NORTHCOM to supervise the deployment of Canadian and United Nation Troops when there is an outbreak of pandemic avian flu or some other national emergency.

Any such action would constitute de facto martial law and would raise the specter of President Bush reigning as dictator in authoritarian governance over the entire N. American Continent with NORTHCOM being his agent of tyrannical control.

The command sergeants major, sergeants major, chief master sergeants, command master chiefs and master chief petty officers are students in Keystone, a course designed to prepare senior enlisted leaders for assignments at the joint task force/operational level of warfare.

U.S. NORTHCOM is an interagency combatant command. We have almost 60 different agencies represented every day here in our headquarters. So it's a different kind of joint warfare, but it is most assuredly joint warfare.

Generally, the only time the public hears about the joint military service, Colorado-based command is when something bad – and big – happens inside America's borders.

"We work hard to stay off the front page," said USNORTHCOM Commander Adm. Timothy J. Keating. "When we do our job effectively and efficiently, American citizens probably never know it."

Although USNORTHCOM was officially established in 2002, the first time many people may have heard of the command was last year during relief efforts in the Gulf Coast following Hurricane Katrina. More than 22,000 active-duty military troops, including members of the 82nd Airborne and 1st Cavalry Divisions, deployed to the area after the storm as part of Task Force Katrina, which was directed by USNORTHCOM and commanded by Army Lt. Gen. Russel L. Honoré.

But the Soldiers, Sailors, Airmen, Marines, Coasties and civilians at USNORTHCOM stay busy all year, not just during hurricane season.

USNORTHCOM was created in the wake of the Sept. 11, 2001 terrorist attacks and given a two-fold mission: to conduct operations to deter, prevent and defeat threats and aggression aimed at the United States, its territories and interests within the assigned area of responsibility; and to provide defense support of civil authorities, including consequence management operations, as directed by the president or secretary of defense.

USNORTHCOM also routinely provides security support to events such as political conventions, elections, presidential visits and sporting venues," Keating said. Those events include the president's State of the Union address planned for later this month and the Super Bowl, which will be held next month in Detroit

For nearly 50 years, Canada and the United States have worked together to secure their homelands from aerospace threats. Yet NORAD remains the only bi-national defense organization that comprises both Canadian and U.S. staff on a full-time basis. Given the continuous threats posed by terrorism and natural disasters such as Hurricane Katrina, the question has been raised if establishing other mutual support compacts may be appropriate.

Enter the Bi-National Planning Group, whose job is to answer that question. The BPG, located at the headquarters of NORAD and U. S. Northern Command, examines the nature of the defense relationship between Canada and the United States.

"We look at the way our two countries do business together and identify areas where we think we need to improve," said U. S. Navy Capt. Kendall L. Card, the group's American co-director. "By having proper agreements and plans in place, we would reduce our response time during cross-border emergencies."

For that reason, the BPG has drafted several plans to address missions such as joint and combined defense, as well as aid to civil authorities. The BPG members believe these plans, if adopted, could help save American and Canadian lives in the future.

"While our people make the system work the way it is now, these plans will make their lives a lot easier by reducing the red tape during a response to a crisis," said Canadian Forces Navy Capt. Richard J. Bergeron, the BPG's Canadian co-director.

II. The Announcement Of A Bird Flu Pandemic Quarantine Was A Monumental Historic Event

On October 5th, 2005, President Bush informed the nation that he might seek to use the U.S. military to quarantine parts of the nation should there be a serious outbreak of the avian flu that has killed millions of chickens and 60-some people in Southeast Asia. (1) That's the second time Bush has expressed a desire to use the military for local policing. The first was in the wake of Hurricane Katrina.

Born of the abuses of the Reconstruction era and the stolen election of 1876, The Posse Comitatus Act, prohibits federal military personnel and units of the U.S. National Guard from acting in a law enforcement capacity within the United States.

Respectful of the Posse Comitatus Act, President Bush has also remarked that he may ask Congress to amend the law to allow for the use of the U.S. military to enforce regional quarantines. Whether Congress amends the law or not, Bush has no constitutional authority or legal basis to deploy military troops across the land.

Yet, the President may not even ask for a law amendment, since on November 1st and 2nd 2005, he announced that a quarantine is formal US Policy and that quarantine will be imposed during a bird flu outbreak (2), (3), (4). The President signed Executive Order 13375 of April 1, 2005 and Executive Order 13295 of April 4, 2003 whereby a person with bird flu can be apprehended, detained and quarantined; thus, the President will likely call Timothy J. Keating of NORTHCOM (5) to deploy the military to enforce quarantine. (6)

The President seeking to deploy troops on the home front is very different from waging war abroad. Soldiers are trained to kill, whereas civilian peace officers live in the communities they serve; they are known and accountable to their neighbors and are trained to respect the right of habeas corpus, constitutional rights and to use force only as a last resort. That fundamental distinction explains why the PCA and the US Constitution have restricted the use of standing armies to keep the domestic peace.

A quarantine will do little to stop the spread of disease; a quarantine will only delay its spread.

A quarantine will result in shortages of goods and services with the result being social unrest and turmoil.

Because National Guard troops are deployed in Iraq and because the U.S. military is deployed in over 120 foreign countries, mercenaries from private security firms such as Blackwater (7) and U.N. troops authorized by the U.N. 2005 World Summit Outcomes Document signed by president Bush (8) will be used for security and order.

Additional evidence for use of foreign military to subdue and dominate the United States is found in the frequent mention of international military training exercises on U.S. soil, such as the reports: Bulgarian Pilots Get View of Basin and Are Foreign Troops Training For Military Occupation Of America?(9)

In fact, a military dictatorship is very likely when one considers the remarks of President Bush who said: "If this were a dictatorship, it'd be a heck of a lot easier, just so long as I'm the dictator." (10)

Conclusion:

Given that President Bush has announced that a quarantine is formal US Policy, and given the ascendancy of NORTHCOM as the military authority in North America, it appears likely, that President Bush will order NORTHCOM to supervise the deployment of Canadian and United Nation Troops in a quarantine effort to control the pandemic outbreak of avian flu or some other national emergency.


Any such action would constitute de facto martial law and would raise the specter of President Bush reigning as dictator in authoritarian governance over the entire N. American Continent with NORTHCOM being his agent of tyrannical control.
